You must be a U.S. citizen to apply for this position and be able to obtain and maintain a secret security clearance for this assignment. This is an Excepted Service, Schedule B appointment not to exceed 5 years.
The individual selected for this position will be administratively assigned to the Post Conflict and Disaster Assistance Branch of the Development Resources and Disaster Assistance Division, Office of Capacity Building and Development, Foreign Agricultural Service, U.S. Department of Agriculture (FAS/OCBD/DRDA/PCDA) but will be located in and work directly with the U.S. Agency for International Development, Bureau for Africa, Office of Sustainable Development (USAID/AFR/SD).
This position will support the Bureau for Africa, Office of Sustainable Development, Economic Growth, Environment, and Agriculture Division (AFR/SD/EGEA). The AFR/SD/EGEA Division provides support for USAID Missions to accelerate growth and reduce poverty and to combat hunger and environmental degradation in Africa â leading to sustainable increase of African incomes and social stability. Water is fundamental to effective, sustainable economic development in Africa. Water activities are featured within the portfolio of many Africa missions, either as discrete programs or integrated within health, food security, climate change, democracy and governance, or environment programming. The incumbent will serve as the expert professional and technical advisor responsible for leading the development and support of USAID rural water-related programs and projects in Sub-Saharan African (SSA) countries. She/he or will be responsible for recommending appropriate strategies on the basis of sound analysis of technical, economic, and management options and alternatives.
Basic Qualification Requirements:
Must have 1 year of specialized experience equivalent to the GS-13 level in the Federal Service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Required Skills:
⢠Advanced degree, preferably in a water-related and/or development-related field such as engineering, hydrology, water management, or public administration.
⢠Minimum of 10 years of technical experience in international development and project implementation related to water. Demonstrated expertise and ability to investigate and provide consultative services on a broad range of technical questions and policy issues including: sustainable rural water supply delivery; planning, construction, operation and maintenance of facilities; financing; and policy reform. Demonstrable familiarity with sub-Saharan Africa, particularly in the area of infrastructure and financing of infrastructure projects.
⢠Expert knowledge of USAIDâs program goals and objectives, including social and political priorities, design and programming processes, and contracting procedures to achieve results in a complex environment. General familiarity with the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.
⢠Skills to plan, organize, and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources or require extensive changes in established procedures.
⢠Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in program monitoring, data collection, and evaluation.
⢠Demonstrated interpersonal skills and experience working with senior government officials. Ability to exhibit tact, diplomacy, and resourcefulness in dealing with high level officials of international organizations, foreign and domestic governments, and development partners.
⢠Highly developed written and oral communications skills as well as strong interpersonal communication and team building skills to ensure effective coordination within USAID and effective advocacy of Agency positions externally with both specialist as well as non-specialist audiences.
