The Office of the Assistant Secretary for Energy Efficiency and Renewable Energy is seeking a motivated and highly-qualified candidate for an exciting full-time permanent position located in the Office of Biomass Programs in Washington D.C.
The Office of Biomass Programs works with industry, academia, and our national laboratory partners on a balanced portfolio of research in biomass feedstocks and conversion technologies. Through research, development, and demonstration efforts geared toward the development of integrated biorefineries, the Biomass Program is helping transform the nation's renewable and abundant biomass resources into cost competitive, high performance biofuels, bioproducts, and biopower.
While cellulosic ethanol has been the primary research, development and deployment focus of the Biomass Program, the most ideal biofuels will be energy-dense âdrop-inâ fuels (gasoline, diesel, and aviation fuels) that are 100% compatible with the existing infrastructure, including pipelines, fuel storage, transportation, and dispensing facilities, as well as more than 200 million domestic vehicles in use today. Biofuels that come from algal biomass offer these attractive properties and may be a viable alternative to cellulosic biofuels.

The physical scientist assists the team leader in performing the duties of a technology manager, responsible for program management activities and maintaining on-going relationships with Program awardees with respect to bioenergy sustainability. The scientist will assist with supporting the implementation of the Sustainability section of the Biomass Program Multi-Year Program Plan; supports sustainability activities related to annual appropriations; utilizes scientific expertise to gain an understanding of barriers and challenge related to bioenergy sustainability; become familiar with studies and analytical activities being conducted by private sector organizations and government agencies in the biofuel and bioenergy sustainability areas; liaison and coordinate with national laboratories, other Federal agencies and key stakeholder groups on sustainability R&D and analytical activities; responding to Congressional inquiries and other public or government budget inquiries regarding the state of biofuel sustainability in the United States.

Specialized experience is defined as suitable knowledge understanding technical and programmatic concepts involved in bioenergy sustainability. This position requires knowledge of a wide range of physical sciences including hydrology, soils science, meteorology, climatology, and geology as well as an understanding of biological and social sciences. The bioenergy aspects of sustainability require the incumbent to have a working knowledge of agriculture, environmental measures, and analytical methods, as well as engineering. Knowledge of principles of environmental impacts of biofuel and biopower domestic production is needed at this level.
GS-13 grade level:
Online resumes of qualified candidates must describe at least one year of specialized experience equivalent to the GS-12 level in Federal Service. Specialized experience is defined as extensive knowledge and expertise in reviewing technical and programmatic activities involved in bioenergy sustainability. Expertise in environmental impacts of biofuel and biopower production both domestically and internationally is needed at this level.
GS-14 grade level:
Specialized experience at this grade level is defined as extensive knowledge and expertise working as a physical scientist; reviewing technical and programmatic activities involved in bioenergy sustainability. At this level, expertise in environmental impacts of biofuel and biopower production both domestically and internationally; independent planning of technical activities; and experience participating in sustainability initiatives related to the international bioenergy community, including bi-lateral and multi-lateral agreements, cooperative research and development, and exchanges of technical information is needed.
ADDITIONAL QUALIFICATIONS REQUIREMENTS: Your online resume must demonstrate that you possess the following knowledge, skills, and abilities (KSAs/Competencies):
1. Knowledge of program management techniques to serve as manager of complex technological development programs.
