{"id":351620,"date":"2021-01-22T20:48:02","date_gmt":"2021-01-22T20:48:02","guid":{"rendered":"https:\/\/cnr.ncsu.edu\/internalresources\/?page_id=351620"},"modified":"2021-03-05T14:19:51","modified_gmt":"2021-03-05T14:19:51","slug":"pi-eligibility-process","status":"publish","type":"page","link":"https:\/\/cnr.ncsu.edu\/internalresources\/research-office\/resources-and-forms\/pi-eligibility-process\/","title":{"rendered":"Principal Investigator Eligibility and Waiver Request Process"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The Board of Trustees (BOT) of North Carolina State University has established criteria for the appointment of faculty and others to the positions of principal investigator (PI) and co-principal investigator (co-PI) on sponsored research or other scholarly projects, including teaching and extension.\u00a0 The purpose of this document is to provide College of Natural Resources guidance with respect to determination of PI eligibility on sponsored or scholarly projects.\u00a0 This guidance supplements existing NCSU policy located at the following link.<\/span><\/p>\n<p><a href=\"https:\/\/research.ncsu.edu\/administration\/policies-and-guidance\/pi-eligibility\"><span style=\"font-weight: 400;\">https:\/\/research.ncsu.edu\/administration\/policies-and-guidance\/pi-eligibility<\/span><\/a><\/p>\n<p>&nbsp;<\/p>\n<h3>Definitions:<\/h3>\n<p>&nbsp;<\/p>\n<p><b>Principal Investigator (PI)<\/b><span style=\"font-weight: 400;\">:\u00a0 The individual (or in the case of some NIH projects, the individuals) designated by NC State University, and approved by the sponsor, who will be responsible for the scientific or technical direction of the project.<\/span><\/p>\n<p><b>Co-Principal Investigator (Co-PI)<\/b><span style=\"font-weight: 400;\">:\u00a0 An individual designated by NC State University and approved by the sponsor who has substantively complementary responsibility for the scientific or technical direction of all or a portion of a project.<\/span><\/p>\n<p><b>Co-Investigator (Co-I)<\/b><span style=\"font-weight: 400;\">:\u00a0 An individual involved in the scientific development or execution of a project. A Co-I typically devotes a specified percentage of time to the project and is considered senior or key personnel.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>CNR PI Eligibility Waiver Matrix<\/b><\/h3>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">The following table summarizes common situations where non tenure track faculty may hold PI status and the procedure necessary Policy on Principal Investigator Eligibility<\/b><\/h3>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Individuals not deemed eligible under existing BOT policy can serve as PI\/Co-PI if a <\/span><i><span style=\"font-weight: 400;\">PI Eligibility Waiver<\/span><\/i><span style=\"font-weight: 400;\"> is approved during the proposal development phase.\u00a0 The following is a representative list of common scenarios; other circumstances may arise.<\/span><\/p>\n<p><strong>Scenarios not requiring a PI Eligibility waiver:<\/strong><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">All <\/span><b>tenure and tenure-track faculty<\/b><span style=\"font-weight: 400;\"> members are eligible to serve as principal investigator on sponsored projects.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Emeritus faculty<\/b><span style=\"font-weight: 400;\"> members are eligible to serve as principal investigator on sponsored projects.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Adjunct faculty<\/b><span style=\"font-weight: 400;\"> on paid termed appointment may be considered for Principal Investigator status provided there is a co-Investigator from the tenured or tenure-track faculty rank of the institution<\/span><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><strong>Scenarios requiring a PI eligibility waiver:<\/strong><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><b>Non-tenure-track faculty<\/b><span style=\"font-weight: 400;\"> may serve as Principal Investigator with prior approval of their Dean and the Vice Chancellor for Research or designees.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Postdoctoral associates<\/b><span style=\"font-weight: 400;\"> are trainees and generally <\/span><i><span style=\"font-weight: 400;\">not<\/span><\/i><span style=\"font-weight: 400;\"> eligible for an exception unless\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The program to which the institution is applying specifically requires that such an individual serve as the principal investigator, such as postdoctoral fellowship programs.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">May serve as a <\/span><b>co-PI<\/b><span style=\"font-weight: 400;\"> on projects where the Department Head\/Center Director and dean\u2019s office have determined that the substance of the contribution to the proposed work, the anticipated contribution to the conduct of the work, and the expected duration of the postdoctoral associate\u2019s appointment and the project are congruent.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><b>EHRA employees<\/b><span style=\"font-weight: 400;\"> may serve as Principal Investigator provided the duration of the termed appointment is congruent with that of the proposed research project.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Students<\/b><span style=\"font-weight: 400;\">, including those on an assistantship, are not eligible for an exception unless the program to which the institution is applying specifically requires that the student serve as the PI, such as on certain graduate student fellowship applications.<\/span><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><strong>No waiver option available:<\/strong><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><b>SHRA employees<\/b><span style=\"font-weight: 400;\"> are generally not eligible for PI status.<\/span><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<h3><b>CNR Procedure to Request a PI Eligibility Waiver\u00a0<\/b><\/h3>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Requests for a PI Eligibility Waiver are initiated by the individual seeking PI status\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Requests are forwarded via email to the Department Head or Center Director and include the following supporting documentation:<\/span>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Scientific rationale for the request, including any requirement denoted in the FOA<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Current CV of individual seeking waiver<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Department Head\/Center Director (DH\/CD) will evaluate the request.\u00a0 If approved, DH\/CD will forward the following to the Associate Dean for Research (ADR)\u00a0<\/span>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Approval of waiver request<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Supporting documentation compiled in Step 1<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Statement that the individual is expected to be employed by NCSU for the duration of the project<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">ADR will evaluate the request, and, if approved, will forward approval to CNR Preaward Team at <\/span><a href=\"mailto:preaward_cnr@ncsu.edu\"><span style=\"font-weight: 400;\">preaward_cnr@ncsu.edu<\/span><\/a><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">CNR Assistant Director for Pre Award will forward the request, including all supporting documentation and approvals, to SPARCS at <\/span><span style=\"font-weight: 400;\">sps@ncsu.edu<\/span><span style=\"font-weight: 400;\"> for institutional approval<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">SPARCS will evaluate the request and notify Pre Award team of decision via email to <\/span><a href=\"mailto:preaward_cnr@ncsu.edu\"><span style=\"font-weight: 400;\">preaward_cnr@ncsu.edu<\/span> <\/a><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">If approved, PINS tables will be updated by SPARCS and name
