Our Division of Water Resources is seeking a Public Water Engineer in Fayetteville, NC.



THIS POSITION IS OPEN TO ALL APPLICANTS



**Future engineering graduates may apply and be considered for this position prior to the conferment of the engineering degree. To be eligible, applicants must supply official university transcripts documenting conferment of the engineering degree before commencing employment. In addition, the successful applicant must commence employment within 30 days of job acceptance.**



Recruitment Range: $51,000-$59,740
Location: Fayetteville NC



This position is located in the Fayetteville Regional Office, Fayetteville, NC. This position will provide public environmental engineering and public health expertise to public water systems and local officials and implement and enforce the requirements of the federal and state drinking water acts and related regulations. This position provides technical and regulatory assistance and performs compliance activities for the public water systems in the region.



Duties include:
Environmental field investigations and evaluations of community and non-community public water systems;
Sanitary surveys of public water systems;
Investigating well sites for new and existing water systems;
Reviewing engineering plans and specifications; and
Providing on-site technical assistance to owners, operators, utility personnel, engineers, and citizens; and
Occasional overnight travel required.
Able to produce a valid driver's license (required);

Qualified applicants must possess, and the application must clearly reflect, the minimum education and experience requirements and work experience that demonstrates the following Knowledge, Skills, and Abilities:



Professional Knowledge:
Current and relevant knowledge of environmental and civil engineering concepts, practices, and principles.



Program/Project Management:
Ability to comprehend and interpret engineering and regulatory documents;
Successfully manage multiple projects; and
Manage work time independently yet meet schedules and deadlines.



Engineering Review, Decision Making and Analysis:
Ability to perform technical analysis; and
Make routine engineering determinations for compliance with engineering principles, standards, codes, designs, rules, and statutes and offer recommendations for non-routine matters.



Communication:
Ability to verbally communicate technical and non-technical information to individuals with little to no subject matter knowledge and to subject matter experts;
Compose clear and correct written correspondence.
 
In addition to the above, qualified candidates must be:
Able to walk through rough terrain to reach sites for inspection and investigation
Able to move wellhead covers and wellhead tops for inspection;
Able to work in unfavorable conditions including exposure to inclement weather, noise, dust, fumes, machinery, and insects;
Proficient in the use of Microsoft Office software and database applications



Interviewed candidates should expect skills tests to evaluate written communication skills.



**For Minimum Education and Experience Requirements, DEQ defines ""an equivalent combination of training and experience"" as North Carolina certification as an Engineering In Training (EIT), Engineer Intern (EI), Fundamentals of Engineering (FE) or North Carolina licensure as a Professional Engineer (PE).** Engineering Intern - A person who complies with the requirements for education, experience and character, and has successfully passed the fundamentals of Engineering (FE) exam.**



Minimum Education and Experience Requirements
Bachelor's degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.



Division Summary:
The Division of Water Resources' mission is to protect the state's water supplies and foster stewardship of this natural resource for use by current and future generations of citizens. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Protection, Animal and Coal Ash Operations; and Water Planning. This goal is achieved through providing technical assistance and consultative services; establishing water quality standards and classifications; permitting regulated entities; certifying water treatment plant operators and wastewater operators; performing inspections and compliance activities; performing laboratory analysis and testing; and providing educational outreach and training.



Section Information:
The Public Water Supply (PWS) Section is the lead agency for providing oversight of the state's approximately 6000 public water systems, and promotes public health by ensuring that safe, potable drinking water is available in adequate quantities to the residents and visitors of North Carolina served by public water systems by ensuring that these systems are properly located, constructed, operated, and maintained. To carry out this purpose, the Section has branches and programs for 1) oversight of public water system adherence to the federal Safe Drinking Water Act; 2) review and approval of plans and specifications for new and expanding or improving water systems; 3) inspections, investigations, and technical assistance for water systems; 4) emergency response and complaint investigation; 5) source water assessment, planning, and protection; 6) capacity development; 7) training and certifying water, wastewater, and animal waste facility operators; and 8) administration of an operating fee permit program.
