Description

Performs complex and professional work overseeing the day to day operations of the County’s Erosion Control Program. This position supervises the Stormwater and Erosion Control Technicians.


ESSENTIAL JOB FUNCTIONS


-Ensures that compliance inspections are being conducted in a thorough and timely manner;


-Ensures civil penalties, injunctions, and other legal remedies are submitted appropriately through the appropriate legal mechanisms; coordinate such activities with Division Manager, Department Head, General Manager and Legal staff;


-Conducts erosion control inspections on approximately ¼ of active projects;


-Conducts erosion control plans reviews and complete quality control checks of Technician plan reviews;


-Prepares monthly report for NC Department of Environmental Quality – Division of Energy, Mineral, and Land Resources;


-Assures that the Sedimentation and Erosion Control Ordinance is being correctly enforced;


-Reviews all Notices of Violation and Civil Penalty recommendations;


-Assist Division Manager with developing and updating standard operating procedures for enforcement-related procedures, processes, and activities;


-Provides general oversight of Stormwater and Erosion Control Technicians;


-Develops and implements ongoing professional development programs to ensure subordinate staff are appropriately trained for all facets and duties of their positions;


-Works with Division Manager to enhance erosion control program; and
Performs related duties as assigned.

Qualifications
Requires any combination of education and experience equivalent to a bachelor’s degree in Engineering, Environmental Science, Construction Management or a related field and three years of experience in erosion control, including at least one year of supervisory experience. Must possess a valid North Carolina driver’s license with a three-year acceptable driving record. Certification as a Professional in Erosion and Sediment Control (CPESC) and/or Licenced Professional Engineer is preferred.
