Description

We are seeking a professional that has experience implementing and managing energy efficiency workforce programs in the public and/or private sectors and has obtained and/or expertise about the industry’s energy efficiency certifications*. *See list below for reference.* The professional will understand how the industry certifications align with the skills and needs of the energy efficiency industry; how to build workforce development programs that will meet energy workforce demands and will be prepared to advise non-federal entities on how to design programs that will produce a skilled workforce that can deliver energy efficiency, electrification, and clean energy improvements.



We are a mission driven team of workforce development experts focused on designing and deploying programs funded through the Bipartisan Infrastructure Law and Inflation Reduction Act. If you have energy efficiency workforce experience in public and/or private organizations at the local, state, or national level, and want to play a critical role in implementing the $260 million in grants to train a qualified, and diverse, clean energy workforce that will deliver the energy efficiency and electrification projects to decarbonize buildings, then we encourage you to apply for a position on our team.



The role involves energy efficiency industry expertise, technical writing, internal and external communications, administrative and financial management, and oversight of grantees and their stakeholders. The professional chosen for the position is expected to have expertise of the energy efficiency workforce; the ability to work in a fast-paced office; excellent communication (written and verbal) skills; and willingness to provide expertise to assist grantees with implementing their workforce programs. The position will require strong project management skills, including accountability for meeting internal deadlines and responding to leadership and grantee requests; monitoring and evaluating recipient applications and program implementation; and interpreting and ensuring compliance with federal financial assistance regulations, policies, and procedures.



Qualities and occupational experience we are looking for in the professional include the following:



  • Experience working with public, private, or nonprofit entities on energy workforce development strategy and implementation, including understanding of technical, organizational, and financial elements involved.

  • Experience with training energy efficiency contractors for residential and/or commercial buildings; and expert understanding of the energy efficiency occupations and certifications; and awareness of the energy efficiency industry trends and future projections.

  • Holds an energy efficiency certification; participated in construction projects; and understands the day-to-day tasks required of an energy efficiency contractor to decarbonize residential and/or commercial buildings.

  • Experience recruiting, and involving, disadvantaged communities in workforce development programs.

  • Strong written and verbal communication skills.

  • Understanding of federal grant requirements, monitoring, and related processes (or a willingness to learn).

  • Intellectual curiosity, team mentality, attention to detail, and customer-serve orientated.

  • Willingness to travel as needed to attend DOE SCEP All Staff Retreats (twice a year); Conferences (as needed); and conducting grantee site visits (one week per quarter starting in CY2025).

  • Strong commitment to the mission, vision, and goals of the U.S. Department of Energy, including supporting the broader government-wide approach to support sustainable, clean energy efforts in commercial and residential spaces through the deepening of partnerships and collaborative initiatives across, and among States, agencies, organizations, and DOE.

  • The applicant should be familiar with the construction industry and/or worked for a building organization.
